Phil Montez

Friend/U.S. Commission on Civil Right

Phil Montez was the Western Regional Director for the U.S. Commission on Civil Rights, a position President Lyndon Johnson appointed him to in 1967. He is a Chicano civil rights activist, author, teacher, and former director of the Foundation for Mexican American Studies. Montez was a friend and confidant of Ruben Salazar.

Salazar met with Montez while he was director of the U.S. Commission on Civil Rights a few days before he was killed fearing that law enforcement was after him.
